The longer I think about it, the more I convince myself that reified
statements should be part of the fragment (c.f.
<http://www.egovpt.org/fg/CWA_Part_1b#head-ceec82ba78203210581a1a3fb5d66
7effe1d19a3>)

Even if the described algorithm does not forbid to implement the
fragment algorithm with included reified statements (incl.
dependencies i.e. the parent topic if an occurrence / a name is
reified), it should be normative, otherwise this information will be
lost if a fragment is created.
