[topicmapmail] Support for multiple languages in Topincs

With the latest version Topincs [1] gained full support for multiple 
languages. The user interface is available in several languages and the 
topic map can be modeled in any number of languages. Users will see the 
content based on their browser settings. For a demonstration visit the 
Topincs Topic Maps Store [2] which is available in German and English. 
If you prefer German over English in your browser settings, you will see 
the content in German.

The user interface is available in English, German, French, Italian,  
and Dutch. Thanks to Bernard Chabot and Salvatore Vassallo for the 
French and Italian translation.

Finally topincs.com received a start page: http://www.topincs.com. If 
you are interested in making your own knowledge repository public, 
please contact me. In the next version, Topincs will support the 
seamless transfer of content in the browser.
