[topicmapmail] New CXTM draft

A new home page for CXTM (Canonical XTM) has been published at:
   http://www.isotopicmaps.org/cxtm/

The page has some background on what CXTM is and does, and also a new  
draft, which is going out for ISO ballot on May 15th. Please review it  
and send in your comments before then, so that we can ensure that the  
draft that goes out is as near perfect as possible.
