The OMG Ontology Working Group has done some work related to this in  
the Ontology Definition Metamodel (ODM), which has been recommended  
for Adoption by OMG.

ODM is an emerging OMG standard for conceptual modeling and ontology  
development based on MOF and UML. ODM defines five metamodels: RDFS,  
OWL, Topic Maps, Common Logic and Description Logic, and tries to  
bridge them.

I'm not confident the work will succeed as it is only based on the  
Topic Maps Data Model (TMDM). I think both the Topic Maps Constraint  
Language (TMCL) and the Topic Maps Query language (TMQL) shuld be  
taken into consideration.
