You're not wrong. ISO, being an organization that makes its living  
from selling paper, isn't really a very web-savvy organization, sadly.

However, the ISO (sub)committee that works with Topic Maps has a web  
site:
   http://www.isotopicmaps.org/

This is maintained by the editors of the various standards on a spare- 
time/voluntary basis, but at least has the specs. (And an out-of-date  
guide to the standards.)
