The size of the topic map does matter, but thousands (even if it's  
hundreds of thousands) sounds unproblematic to me. Even millions  
would probably be fine.

I would strongly recommend that you leave all this to a Topic Maps  
engine, instead of trying to implement it yourself. Which engine to  
choose depends on a lot of factors like your requirements, platform,  
and budget.
