That is correct. However, the editors felt that it was their job to  
write the text of the standards document, not to write software.  
(Such a converter script is not a simple 1-page thing.) So they, hrm,  
quietly did nothing about it.

Personally, I think this would be a typical thing for the open source  
community to do, and probably if there ever is a need somebody will  
sit down, write it, and publish it. I'd certainly applaud if anyone did.
