I remember some discussion about this (using SKOS as the topic map
ontology) on the Information Architecture list[1]. 

Here at the NZETC[2] we use MADS[3] as an XML schema for authority files
of people, places, etc, and we're just starting to use MADS for subject
headings (for subject-based classification of the texts in our
collection).
