Correct. Formally, every Topic Maps query will have to be defined as  
a formal language and an evaluation function that takes two  
parameters, a query (legal in that language), and a topic map  
structure to be queried, and produces a query result.

It's true as Murray says that neither ISO 13250 nor XTM 1.0 provide  
any defined means to identify specific topic maps, so this is  
something the query framework has to take care of in some way.
