There's another, that might not seem immediately clear due to it
being a perhaps limited application:

    If the Topic Map is part of an ontological system, many of these
    systems require that everything in the ontology be rooted to some
    place in a taxonomy of types. Having not only a meta-PSI for
    all Topic characteristics, but then having that PSI itself being
    a subtype of a meta-meta-PSI for all things "Topic Map" would
    permit all Topic Map-related entities to be grouped.

In existing projects I've sometimes seen people scope everything
with the XML namespace URI for XTM 1.0 or some such thing (I've
done that as well), but it'd be nice to have a single URI replacement
(since many here seems so keen to distance themselves as much as
possible from XTM 1.0).
