For the text representation there are two syntaxes, AsTMa= [1] and LTM
[2] that might be nice to be used together with a screenreader. Maybe
the AsTMa= syntax is better to understand because of its keywords,
like "bn" for basename etc. But I am not sure about that, since I
don't have a screenreader.
I am not aware of a tool that is able to construct topic maps
graphically. There a several tools that can be used to visualize a
topic map, but not able to build a topic map.
Can explain your use case a bit more, maybe there are alternative
tools for your use case.
