A Topic Map is a particular type of graph-based data structure,
which may or may not be diagrammed for a given purpose.  Mind
maps tend to be hierarchical data structures and are almost
always used by means of a diagram-based user interface.  That
said, they may be used for similar purposes, on occasion.
