I think if you want to create topic maps by hand a good option is  
Ontopoly, which is available for free together with Omnigator in  
Ontopia's OKS Samplers download. Ontopoly is both an ontology design  
tool, and an editor for filling in the instances of your ontology.  
Personally I find it much easier to use than LTM, and the feedback we  
have gotten from users so far indicates that most of them agree.
