[topicmapmail] Java 1.4.x version of the TM4L Editor

Hello all,

In response to a number of requests, we released also a Java 1.4.x
compatible version of the TM4L (Topic Maps for Learning) Editor. It can
be downloaded from http://www.wssu.edu/iis/NSDL/download.html .
