Dear Theodora,

In the current draft of the new version of the Topic Maps standard
the TNC has been made optional. It will be possible to specify that
names (and occurrences) of certain types are intended to be
unique using a PSI. When two topics have identical characteristics
of some unique type, they will be merged.

See the discussion of "unique topic characteristic" in
7.5 Topic characteristic types at
http://www.isotopicmaps.org/sam/sam-model/#sect-name-types.

The default in the new version of ISO 13250 will thus be for the TNC
NOT to be applied. The TNC will only apply if the unique-characteristic
PSI is used.

Note that the PSI will almost certainly NOT be the one currently
given in the above draft. This is because the owner of the domain
name topicmaps.org does not wish to give control of it to the ISO
committee.
