[topicmapmail] a Topic Map publish/sub.scribe Web Service

hi there,

I tried to merge my diploma topic (publish/subscribe web services[1]) 
with my hobby topic(topicmaps, tmapi, tinyTIM) and the result is a 
proposal for a "Semantic Publish/Subscribe Web Service".
