Not so strange. The OWL people do tend to call their things
"ontologies" much more often than topic map people call what they do
"ontologies".
It's also a question of what you mean by "ontology". The word has been
used to mean *many* different things.

Good question. I think the best answer so far has come from Steve
Pepper, who said that topic maps are not about the semantic web, but
rather about seamless knowledge, which is similar, but different.
