I guess you have to ask the DMOZ people about that. They might not be
aware of topic maps, or they might think XTM too verbose for such a
huge export (topic maps are not the same as XTM), or there might be
some other reason.
One could also legitimately question whether DMOZ really exists in RDF
form, given that the XML export is not valid RDF/XML. The DMOZ project
doesn't use RDF as the internal model, and indeed there is little
reason for them to do so, since their model is just a simple taxonomy,
anyway, and for that topic maps and RDF are both overkill.
Of course, what they *could* do with topic maps is a completely
different question...

That's a good question. I think such a project would be very
interesting, but it would take quite a bit of resources, both in terms
of hardware and hosting capacity, as well as man-hours and sheer
know-how, since creating an ontology for life, the universe, and
everything is quite a challenge. But there's no question that it would
be seriously cool. :)
