I think the question is fundamentally misunderstood, actually. An
application can claim to support XTM import/export, TMQL, TMCL, some
topic map protocol, TMAPI, etc etc  Each one of those an application
could claim to support, and the claim could be validated.

I agree, but I think the consequence of that is that there's really no
hard line that can be drawn. Of course, if there were community
consensus we could ignore that and get by by following the consensus,
but, well, that's not the situation we have.
