I though that was clear from the context, sorry. I mean application
as in implementation.

Sure, but what is defined there that would allow me to conclude 'conformance
to the standard'? Both define DTDs (well an architectural form in the case of
ISO13250), but what else that I can use to judge if an implementation is
conform?
