One thing that might lead the innocent reader to suppose this is the
following paragraph from section 2 of XTM:

  The key concepts in topic maps are topics, associations, and
  occurrences.

I can't speak for Rick, of course, but to me it sounds like he's
worked out what the core concepts are quite well.

That's a strange question. How is he supposed to answer that briefly?

That's not so different from "topics with identity", is it?

If it supports "topics with identity" I don't see how it could fail
to. 

In any case I don't see how this is a relevant question, really.
