Armin,

If the reference in the occurrence has something to do with the topic
AND the association, then the topic would be a candidate to reify
the association.

If the reference in the occurrence has something to do with the topic
OR the association, then maybe BOTH places are not perfect anyway.

If you would like to connect a reference R in one way with the topic T
as an occurrence (say, as type 'website') and then in another way with
the association A (say, as type is-manual), then you could make a
topic just out of R and connect it with T and a reified A using
dedicated associations.
