[topicmapmail] Subject Identifiers metadata

ISO 11179 tells me *what* I need to say about an identifier (assuming I 
am using my identifier as a data element I suppose...but I'm not clear 
on the details of this standard). But AFAIK it doesn't tell me how to 
reify an identifier in a topic map - that's really what my question is 
about.
