Be sure to check www.easytopicmaps.com, it's the best starter site I know of
for a good vendor-agnostic overview of topic maps. (Uh oh, it's down again.
Keep checking, it may come alive again.  I was so glad to see it up again,
too...)

Also, XML.com has had some decent articles in the past, although nothing new
in the past year or so...

Marc also wrote an article where he applies topic mapping concepts to an
existing relational database.  It's not "to spec", but is a good (if simple)
example to demonstrate how TMs might be integrated into existing data
stores...
