Because <resourceRef> is intended (IMHO) to address data (bits and bytes)
and not abstractions of data. On the Web, topic maps neccessarily ignore
the fact that a URL never refers to bits and bytes but the intention of
<resourceRef> does not change by that. BTW, RDF+Dublin Core does the same
thing when providing metadata about information resources (bits and bytes)
such as DC.Format, DC.Language etc.
My problem is that using <resourceRef> allways implies to refer to the data
and never any conceptual abstraction from it. For this have
been 'invented' and it is perfectly fine to use "http://www.w3.org/" as a
Subject Indicator for the W3C.
But in the case of service-like resources, <subjectIndicatorRef> does not work
because it is not the abstraction I want to talk about, it is the resource.
<resourceRef> does also not work, because I am not talking about any representation
(information resource) I can obtain from the resource.
So, how do I address a service-like resource?

Because <subjectIndicatorRef> imlies that the addressed information resource
is an indicator for the abstract subject. These are different semantics than
the intention to address a service (because the resource *is* the service!!)
