[topicmapmail] XTM requires DOCTYPE?

Are you sure you have the latest draft? Patrick and I have been
working on one where I corrected this stuff. I can send you the latest
one I have if you want.

No. See section 4.4 which carefully leaves this requirement out.

Also note that there will be XTM 1.1 as well very soon, and that
explicitly does not require this.
