True, but what is the question?

It does not. Locators may be URIs, but it is explicitly allowed to use
other kinds of locators. At the moment only URIs are used, but if we
add HyTM back in the new 13250 we will need to support HyTime
locators, and conceivably other forms of locators could also be
supported.
