Ironically, the information turns out to have come from the Easy Topic
Map site itself. Here is what Easy Topic Map says (typos and all)-
"Also there are many others success bussiness initiated by a romanian
company (http://www.sec.co.ro). You can see one example at
http://www.liechtenstein.li . SEC is using a mutated version of
TopicMaps to better fit the user's needs. On this page you can navigate
in the association's graph in a nice manner. The application SEC made,
has a adjustable web layout and a set of tools for distributed authoring
of topics so that many users can work on the same time on the same Map."
If you go to the referenced site (www.sec.co.ro) and select About, you
will see that they talk about using iso13250-based "editorial system".
Unfortunately, they display the text with Flash so it cannot be easily
copied here.
