I barely remember, but it went something like this.  A year or more ago 
I saw an online reference to the company that made the site (IIRC, it is 
a Romanian company), and that they used topic map technology to build 
it.  I found the company's site (I forget its name just now), and they 
explained how they had gotten into (the sgml version) of iso 13250 topic 
maps several years ago as they were trying to build a system of 
ontologies, and adopted them for the purpose.  Creating some tools to 
build web sites came about as a byproduct.

Although I do not recall that the company's own site actually said that 
they did the Liechtenstein site, it seemed clear enough to me based on 
the original reference and the fact that the company's core business 
uses topic maps.

I will try to dredge up the company's name, but I have no time just now.
