[topicmapmail] Can't wait for TMCL

In Mondeca, we're ploughing the way towards using OWL for the expression of
constraints used in the "ontology layer" of our software ITM (classe and
association, role and occurrence templates)
This pragmatic approach has not been endorsed neither by TM nor OWL folks
so far, though.
