Well, we don't know if it can be or not, because we don't have a sound
mathematical basis yet for topic maps. That is one reason why Neill Kipp's
effort at a set-theoretic description of topic maps is important - it might
end up helping to put the thing on a sound basis and then we might be able
to get a TM algebra. That would position topic maps very well with respect
to the relational model.
