A rather big project (8 people+) was started to create a somewhat
more complex version of your sketches to create a multi-platform
solution to a variety of problems, and it lasted well into and beyond 
design and prototype, but was cancelled about 6 weeks
into it because it seemed that it would take more time than we hoped.
The idea and basic software is still around, albeit on hold.

If not a project itself on topic maps for RDBMS, at least a lot
of programmers here got a huge "Aha!" about the alternative way
of handling models in big projects, and of great value in itself.
These activities and people are now using the experiances with
several other smaller (and not RDBMS) topic map projects both
in-house and out.

I'd still like someone to create a workable and plugable RDBMS system
for topic maps that coupld be used for a lot of times when the customer has 
invested a lot in their RDBMS and feel reluctant to
start from scratch with something mystiqe as TM. :)
