Am I correct in concluding that because "A Published Subject Identifier must
resolve to an human-interpretable Published Subject Indicator", URL fragment
identifiers pointing to topics in an XTM document will not be valid PSIs? So
"http://psi.fruits.org/#apple" may not point to a topic with ID "apple" in an
XTM document at ""http://psi.fruits.org/", if it is to be a valid PSI? Thanks
