[topicmapmail] Fragmented XTM for web metadata, and some ontology?

Hi all,

I'm searching and surfing, not really finding what I'm after,
so forgive me if my questions are somewhat silly and plain;

I'm looking for thoughts and ideas to implement, concerning
fragmented XTM metadata for use in web browsing. Say I come
to my site, and find the link;

   <link rel="alternate" type="application/xtm+xml" title="XTM" 
href="mysite.xtm">

I can download an XTM for that page. My thinking is that
there should be a bare-minimal ontology that defines the
most used elements of web surfing, like Sitename, pagename,
written by, published when, and so forth, just like any
normal Dublin Core (basic) set would have. All of these
have a PSI-set, of course. In addition, a set of topics and assocs that are 
directed links out from this page, some
of these using PSI's, some not.

Does anyone offer any pointers or thoughts to ;

  a) that common ontology
  b) the fragmented XTM rules
