[topicmapmail] XTM 1.0 Core topic map update available

While this has no formal status as a standards document, following
our recent discussions on the apparent failure of xml:base to establish
the base URI of a PSI document, I've taken the approach Lars Marius
advocated in embedding the PSI right into the <topic> element's
<subjectIdentity>, with the result available at:
http://www.altheim.com/ceryle/resource/core11.xtm
Because this document is different than the existing core.xtm, it
also has different identifiers:
PublicId:
"-//purl.org/ceryle//DOCUMENT Core PSIs for XTM 1.0//EN"
SystemId:
"http://purl.org/ceryle/psi/core11.xtm"
Apart from the addition of the <subjectIndicatorRef>s, it is identical
to core.xtm.
