I agree with what the others have written, but want to add that these
comments make me think that you should give the language topics more
human-friendly IDs.

Then you could write

  <topic id="te02">
    <baseName>
      <scope><topicRef xlink:href="#english"/></scope>

instead. That makes it much easier to maintain and read the XTM file.
