Yes, but xml:base could still be applied to subjectIndicatorRef and
resourceRef, provided that they were not just plain fragment identifiers.
The main reason for doing this, it seems to me, would be to shorten URI
references for PSIs, which is probably a minor goal in the scheme of things.
