There is an unofficial standard known as TMAPI, which you can find at

There's no officially standardized API, and so far ISO has made no
moves in that direction. Personally I am not convinced that the time
for such an API has come.
| What is the timeframe for delivering the Query Lang. for Topic Maps?
That depends to a large extent on what happens at the ISO meeting in
London in a couple of weeks. If the SAM model goes to Committee Draft
there and the committee decides to go for one of the languages
presented there as the basis for TMQL progress could be quite rapid.
I would not expect a finished language this year, however. Some time
next year, I suppose.
| Is there any temporary Query Lang for the meantime?
There are several:
- tolog, defined by Ontopia, and implemented in the OKS and TM4J,
- AsTMa?, defined by Robert Barta, (not implemented, as far as I
know), and
- eTMQL, defined by empolis and implemented in K42.
Those are all the ones I know of. The easiest way to get to play with
one of these is to download the Omnigator and use the 'Query' plug-in
there. A language tutorial also comes with the Omnigator.
