I've had a bad conscience for not reviewing this thing for a long
time, but have been too overloaded to do it. Here's a bit of feedback
scribbled down in haste.
I see some problems with your PSI set:
a) PSI URIs resolve to <topic> elements rather than human-oriented
documentation, contrary to OASIS recommendations,
b) I wouldn't use the core.xtm#class PSI,
c) "mime-type-desc" is perhaps better generalized to "description";
if you want you can use

for this,
d) I wouldn't include descriptions as variant names, and I certainly
wouldn't use <resourceRef/> to refer to XML elements within the
XTM document and expect topic map implementations to support it
(SAM does not require that),
e) your "resource" is not the same as RFC 2396 "resource", but is the
same as SAM "information resource",
f) maybe you could include an additional XTM document adding in
specifications for the content types where those exist as separate
RFCs? maybe also relevant documentation where that exists?
The modelling looks pretty good to me in general. You may want to look
at <URL: http://psi.oasis-open.org/ > for an example of how to do this
(see the languages PSI set, not the country one).
