If you go through all of this, I think the text you referred to
becomes clearer. When <subjectIndicatorRef> appears outside
<subjectIdentity> it is resolved to the topic that has the resource
being referred to as its subject indicator.
That's different from <resourceRef> because that is resolved to the
topic that has the resource being referred to as its subject.
