There are a few commercial options available for topic maps, but if
you're willing to convert the XTM to something else, there are of
course more options. K42 and Empolis has already been mentioned, and
if you're willing to tweak your ontology, there is an excelent litte
package (that never was finished or developed further) called "Topic
Map Designer": http://www.topicmap-design.com/en/topicmap-designer.htm
For straight "surfing" your topic maps, the Omnigator from Ontopia.net
is a good option. There are a few others too, and you can find them
at http://www.topicmap.com/topicmap/tools.html
If you're not in an immediate hurry, look for the 0.8 version of
http://shelter.nu/xsiteable that will be released at the end of next
month; it will come with a full administration package to let you
edit your structures and ontology, and with a filter for importing any
XTM file into it to create full sites and designs based on your topic
map.

Editing XTM by hand is more like a thing to learn the principles of
XTM, and not so much recomended. If you want to edit your topic maps
by hand, I'd suggest a notation language, like LTM or the Astma!, that
is by *far* easier to handle and fiddle with. (Again, your friend is
