[topicmapmail] Emacs mode for LTM

Hi everyone,

I've just put out our Emacs mode for LTM on the Ontopia pages. It does
simple font-locking for LTM files to make editing them slightly nicer,
and adds some simple keyboard shortcuts. It supports Emacs 20 and 21,
and also works in XEmacs 21.
