No. The whole concept of PSIs is very new and it will take some time
before it becomes very widespread. The work being done in OASIS probably
needs to be completed before this will happen.

Simply define the identifiers (URIs) for each of your subjects and then
do whatever you (as a publisher) consider appropriate to make them known!
I would advise you to follow the recommendations being developed by OASIS
at http://www.oasis-open.org/committees/tm-pubsubj/ and
http://www.oasis-open.org/committees/geolang/
In particular this means that you should create URIs that actually
resolve to human-interpretable subject indicators.
At http://psi.oasis-open.org/iso/639/ you will find an example of how
this is done. Ontopia is also publishing PSIs at http://psi.ontopia.net
but we haven't yet got around to updating these in accordance with the
OASIS recommendations.
