| Well, the XTM file given on the topicmaps.org site is not complete:

| associated HTML file[2] does give a hint, but unfortunately that
| hint is nonsensical.

On second thought it may be that

  "The concept of association property "transitive"; should be used as
  resource in <resourceRef> of <occurrence>."

means that the PSI should be an occurrence (of which type?) of the
association type.  That's hardly recommended practice any more, but
probably made sense back in March 2001 when this was written.
