I should probably point out that this is issue prop-scope-structure,
which we resolved during the Baltimore meetings. We decided to not add
structure to scope, so if you want this capability I guess you will
need to say so in comments to the SAM. There will be a new version of
it quite soon, but I'm not entirely sure of the timing yet.

| "restriction" association type could assist in creating derived
| simple types, and that reification would play a role in building

That's an interesting idea. Would be cool to see some examples, just
to get a feel for what it would look like.
