[topicmapmail] AsTMa! as TMCL

If TMCL:

  * were *not* a topic map (ie, a set of "topic map constructs",
    regardless of syntactic expression)

yet could:

  * affect merging

we would be in the position of having something other than a topic map
determining how topics represent subjects. I'm not sure that is a good
position to be in.
