I think that's the way to go, and if you do that you stop thinking of
the concepts as keywords, which IMHO is the right thing to do.
"Windscreen" is not a keyword, it's a car part.

They are not. <resourceRef> links to resources as resources, so what
you showed was an example of using occurrences to connect topics to
relevant resources (which is what occurrences are meant for).
