[topicmapmail] Classification of occurrences using keywords

The first thing to note here is that the concepts of "keyword" and
"topic" are essentially the same, so as you say this is somewhat
primitive. 

If you are going to annotate the documents with what concepts they are
about, why not to it by referring to the topics using URIs? It should
be no harder, and that way that you avoid the problems with homonyms
and suchlike.

I agree. You could, when specifying the topics in each document, also
specify the occurrence type; allowing users to describe the
relationship between the topic and the document.

A topic and its keywords? Do you mean a topic and its occurrences? If
not, what is a keyword? Could you give some examples?
