You might like to take a look at Kal Ahmed's MDF (Metadata
Processing Framework) at http://www.techquila.com/mdf.html

Ontopia has a toolkit called the MapMaker built around the same
basic principle as MDF, but using RDF as the internal format.
However, that product is commercial. More information is
