The CPAN Topic Map contains:

  <baseNameString id="AALLAN-bn2-bns">aa@astro.ex.ac.uk</baseNameString>
</baseName>

So it uses email-adress as a basename, and says they are unique in scope
rfc822. The description "Email addresses are unique" is not a very good one, I
agree.
